I don't think it's got anything to do with CS.
My guess is that whoer.net populates those Zone and Local fields from a GeoIP database that doesn't have 18.104.22.168/24 listed.
According to https://www.iplocation.net/
, EurekAPI doesn't have the long/lat for the IP (but it does the ISP).
The other GeoIP databases used on iplocation.net all report our IPs in 22.214.171.124/24 as being in Vancouver, Washington, but it's actually at the INAP data center in Atlanta, GA - http://www.inap.com/data-centers/data-c ... s/atlanta/
Even the test IP listed on https://usdedicated.com/atlanta-datacenter
is in the same C-class as our IPs.
I think what INAP did was sell "US Dedicated" the IP space, then they https://en.wikipedia.org/wiki/Shared_Whois_Project
the range so that whois.arin.net would show "US Dedicated" as the owner.
The company "US Dedicated" is based out of Vancouver, WA, so a lot of GeoIP databases incorrectly associate all the IPs they own as being in Vancouver, WA, even though they've got IPs at 5 other data centers throughout the US.
