I am a loving cryptostorm user. I believe that my ISP does QoS on oVPN packets, although I send them over 443/tcp (443/udp caused all sorts of dropping hell). This is because (a) your servers are fast when I test them from not home, (b) my fibre connection gets ~300 MiB naked, and (c) my computer can manage more than 15 MiB of AES.
I understand that OpenVPN 2.4 introduced a new server-side feature, tls-crypt, that apparentlyobscures headers that ISPs can readily detect. I realise that TLS over 443/tcp looks a lot like HTTPS, but I don't really know enough about the technology to know if this would help.
